Nevada's governor has decided to spread and share the pain as misery loves company. He is working to reduce pay of the governments payroll instead of performing layoffs. What a novel socialistic approach to take to running the business of government. If this plan goes through, instead of having government services inefficiencies due to being understaffed they will enhance these inefficiencies by keeping the unproductive employees in their jobs and creating lessened productivity across all the others who got hit with paycuts. As time progresses, it will also likely lead to the layoffs they are seeking to avoid. Now they'll get lowered pay across all staff and less staff in the end.
The reason for the title of this thread is that most countries don't have the arrogance to try and support a large city life in a desert without water. To further show the arrogance and stupidity, take a read on some websites about Lake Henderson, NV. A man-made lake community in the arid desert is not an exemplary example of deep thought.

Thriftyness in High End
While the rich will always be able to spend as they do, even in down markets and difficult economies, the faux rich or Mr. Pretender will not be able to access the HELOC (home equity line of credit) for trying to maintain an MTV lifestyle.
The Wall St. rich are now under intense scrutiny of their bonus compensation on the heels of the public's money being used for bailouts. How will this affect the high ticket and luxury items going forward is anyone's guess, but I think some struggling retail outfits that cater to the rich and have a cross sell down to the aspirationally credit maxed rich will be impacted.
